Krillin is stronger then Tien because although Tien trained on King Kai's planet, it was only for a couple days (and possibly non-canon). Meanwhile, Krillin got a huge boost to his power from the Namekian Grand Elder.List One:

Not sure if anyone will even see This, but clarifications need to be made, as there is a lot of confusion and misunderstandings about Alice, including with her creator himself. So I will detail it here.
Alice was not thrown in jail with a five hundred year sentence as a little girl for killing a few humans. That belief is ludicrous. The council is made up of a bunch of elderly bastards with sticks up their asses, but they are not evil, they are not cruel. The entire Vampire race is not ruled by a council of villains, and they do not imprison child.
300 years ago, shortly after the vampire war, Alice snuck out, was attacked by humans, and killed them. This was not enough for a five century prison sentence. Considering it was in self defense, the only crime she would have been charged with was leaving the city.
Alice was put in jail many, many years later. Her crimes were murder, illegal experimentations, learning Necromancy which is a crime, conspiracy, and intent to commit treason for her plans to liberate Vampires and punish humans.
Alice is sympathetic character. I hope that she somehow comes out of this a better person and not a dead villain. But she is not completely innocent. Not only would 500 years been a long sentence for the killings on a child acting in self defense (or being put to death, as that was the original sentence before Lilith had it reduced), but if she has been in jail since, let's say, she was fifteen, how is she as strong as she is, how could she have learned to turn into bats if her powers and energy were suppressed that whole time, and when did she master Necromancy?

Tien only held off Cell but didn't hurt him. Tien has had a lot of training, but Krillin trained along side Goku with Master Roshi, trained with Master Korrin, Mr. Popo, and Kami, survived the fight against Nappa (which Tien didn't), was front and center with the fight with the Frieza force, the Ginyu Squad, and Frieza, and was there against Buy, Tien only showing up at the end.

I know. I don't really take what Toriyama says about his own characters. After all, this is the man that forgot all about Launch, and who completely forgot Super Sayian 2 was a thing.
actually, early on in DBX they find out that Krillin is stronger than Roshi... admittedly through power lever (which are bullshit) but it does prove that Krillin is the strongest human alive
Rosh has been weaker then the others since mid Dragon Ball. He has a power level of 109 that hasn't change since the first episode. Even Yajirobi is stronger then him.
