It was less of a betrayal and more of a polite distancing, I mean, she could've done a lot more damage by tipping the Norscans base off to Themosa or Draculesti

I they kinda think that already, since there base was destroyed by the Themosa army.

But that was more because they left it unattended rather than Korra revealing the location. If Korra did do it and wanted to kill them it would hurt way more to do it while they were in it.
