Every playthrough after the first one I did with either of the DLCs, I waited until I at least had mag weapons before walking in there. In my current playthrough I'm almost at plasma and I haven't even touched Alien Hunters. It's extra stress that in the early game is nigh impossible to handle, and in my current situation I've got enough to deal with with half my roster going in and out of the medbay like it's the cafeteria. Lucifer's the only constant right now, and that's largely because something bugs and his abilities get duplicated mid mission... including those that give him armor. I'm assuming a mod conflict.So... Just... What the fuck were they thinking... Who thought it was a good idea to have a fucking 40 hp enemy just appear randomly on one of your missions early in the game? Why...
I actually had to save scum an entire mission because one of the Rulers just popped up and killed literally everyone and there wasn't anything I could even think about doing to stop it because I was already fighting the enemies that were already there!
I just... So there's just a percent chance to wipe on literally every mission you go on now? Oh... Oh... And it stuns you every fucking hit it goes for!
Is this just my fault for doing the Snake mission too early or something? Because there is nothing telling you that you should wait to do that...
I mean fuck... Just look at Zhang's mission from X-Com EW, it's a early mission and there and some kinda strong enemies, namely Chryssalid, but you can deal with them at that level and finish that mission reliably! But this is fucking stupid!

That said, I'm a bit of a masochist. I enjoy the challenge. Usually your strat should be to incapacitate and focus fire the Ruler above all else. Do that and most of the time they'll run away like a little bitch before your turn's out. Sounds simple, admittedly not always. Damage over time weapons absolutely destroy them because they take the damage every time they have a turn. Acid, poison, and fire are your friend. Embrace the warcrimes, Frost.
Basically, whenever one shows up, your priority should be doing as much damage to them as possible and only them. First shred the armor, then start actually blasting them. The longer a Ruler's on the field, the more likely it is they'll freeze half your squad, or pummel them into the ground, or call in an orbital strike or whatever. If you have Shen's Last Gift, you can obtain a direct counter to half the shit Rulers do. Obviously don't send your Ranger into position where they're flanked by the other standard enemies, because then you'll have that hurt. They're 'balanced' in that their individual attacks don't do as much damage as a standard enemy. I'm pretty sure Snek Prime's crossbow only does 2 damage on a normal hit. It's all the extra shit in their kit that makes them difficult.
tldr: FIRE AT FUCKING WILL. Best advice I can give. Be thankful there's only 3 of the fuckers.
Fun fact, sometimes throwing am acid/incendiary/poison grenade at the berserker ruler causes it to freak out and just stand still until the gas fire or whatever goes away. I get a good idea of Anna's motivations here, but I'm left wondering what other aspects of herself are the same or different that she leaes out. I imagine there's an element of pandering to women with the Archon (and James Delanor), although the majesty of those bodybuilder abs on its own helps with their godlike image.
