There's still indivudual nations. There is an entry under the timeline that mentions how the supra governments work.

Cos it seems like it's kinda District 9 if District 9 happened in a world that was 10x kinder to everything. There's the outer colonies sure but who's the enemy? Like there are the xenophobes sure but nothing major, right?

Scattered pirate factions and a faction that might be related to the pirates laying claim to Forseti. We're going to have some missions and such along the way to Forseti, and once we get there shit will probably hit the fan.
