I found that little party on turn one. They did not budge on their turn. I am late game, like going on a year now. It's possible it's just three pods that spawned together and only one "zoom in play cutscene" happened. I've never been happier to have acid grenades though holy shit.

That was a vanilla spawn. And it was all one pod. :/
