I want people to realize, that here is a reason why scarlet did what she did to Ammelia, Scarlet sees Ammelia as a naïve and pretty stupid person, and she is currently questioning the commanders judgment for hiring some on that has no combat experience, and she is thinking that the commander was forced to hire Ammelia.
I understand her motivations entirely, and I give you props for good role-playing.
I'm just reminding you that the base has rules, rules that Scarlet isn't used to because she is used to working alone, and violation of those rules has consequences. Remember in season three when Persephone was punished for punching a scientist, even after he was discharged for inappropriate conduct and sexual harassment? And trust me when I say that Axton was lucky that Ayame was too kind-hearted, and too proud, to say anything about their encounter.
As far as the Commander's reason for hiring Ammelia, as I implied during the various interviews, soldiers that were hired for combat experience despite behavioral problems can thank Bradford, while those hired because they seem trustworthy and disciplined but lack experience can thank the Commander. And during the commencement speech, it was heavily implied that Ammelia was hand picked by Morrigan, so you can imagine how irritable she might be finding out one of her personal picks was pummeled, especially with her temper.
